All premises where cooling towers and evaporative condensers are
situated must register with the Council under The
Notification of Cooling Towers and Evaporative Condensers
Regulations 1992 (external link).
Such items of equipment are called 'Notifiable Devices',
which includes all cooling towers and evaporative condensers,
except when they contain water that is not exposed to the air and
the water and electricity supply are not connected.
The main purpose of registration is to identify potential areas
that could give rise to the spread of infectious
disease (such as legionella) and to ensure preventative
measures are taken to eliminate the risk of such infection arising
to employees and the public. If a tower or other similar equipment
becomes redundant and is decommissioned or dismantled, this should
also be notified to the Council.
Even if the premises is enforced by the Health and Safety
Executive (HSE), you must still notify the Council.
