We've developed a licensing policy for Hackney Carriage and
Private Hire vehicles, drivers and operators.
The policy has been established to provide clear guidance
to the taxi trade, as well as the travelling public.
The document sets out the guiding principles by which we will
make our decisions. It is important that all applicants are
aware of the contents of the policy when making applications.
The current policy has been developed after consultation with
all parties involved in the licensing process. Public consultation
originally ran from 22 June 2009 until 11 September 2009,
which was extended to include additional opinions between 9
December 2009 and 27 January 2010.
The Policy Statement was further amended by the Council's
Licensing and Appeals Committee on 5 October 2010 and on the 24 May
2011 to take account of changes made by the Equality Act 2010.
However, in response to issues raised at the Council’s Hackney
Carriage and Private Hire Forum and changes brought about by the
Council’s review of services in 2011, several aspects of the Policy
Statement were amended. These amendments where the subject of a
further period of public consultation between 9 December 2011 and
27 January 2012.
This Policy Statement was approved by the Council’s Licensing
and Appeals Committee on the 21 February 2012 and is
effective from 1 April 2012. This Policy shall shall remain in
effect for three years; therefore this Policy Statement will be
reviewed by the 31 March 2015.
