Parks and Playgrounds - Service Standards
West Lancashire has over 350 hectares of parks, playground, open
spaces and golf courses and outdoor sports facilities. We try and
ensure that these areas are safe for you and your family to use.
Our outdoor spaces help the Council meet its corporate priorities
around:
- Providing opportunities for leisure and culture
- Protecting and improving the Street Scene and the
environment
This information explains what facilities we offer, what
activities take place there, what standards you can expect from us
and gives further contact details.
What we do
The council manages 66 parks and playgrounds through the Community
Services Division. These include Coronation Park in Ormskirk,
Stanley Coronation Park in Skelmersdale, Richmond Park in
Burscough, and St Helens Road Park in Ormskirk. Public open spaces
have open access, but please note that larger parks may be locked
up overnight (and opening times are as shown at the site).
The council also owns the Beacon Golf Course, Up Holland, which is
managed by DCT Leisure. On the course, first tee off every day is
around 6.00am till dark. The driving range is open Mon-Sun
7.30am-6.30pm. All times vary dependent on the season.
Fees and payment
There are no fees for visiting or using these outdoor spaces, but
there may be fees for events.

Our service promise
For parks, playgrounds and open spaces, we:
· Ensure services and events are available as advertised.
· Ensure litter is cleared promptly and grounds, grass verges,
flower beds and recreational areas are properly maintained.
· Ensure that signage is clear.
· Check play areas on a regular basis to ensure safety and remove
any safety hazard as soon as practically possible.
· Check toilet areas on a regular basis to ensure they are clean
and well stocked.
For Beacon Golf Course, building and driving range, we:
- Keep the course open and available as much as possible.
- Consult with DCT Leisure to keep prices reasonable in order to
encourage everyone to play golf.
- Ensure the golf course is open for a reasonable degree of
regular use by the general public of West Lancashire (on a pay and
play basis).
- Encourage DCT Leisure to increase the participation in golf by
the youth of West Lancashire.
- Provide tuition sessions at the course.
- Keep the building at a high standard of cleanliness.
- Regularly consult (or survey) our customers about proposed
changes and also the performance of our services.
- Aim to achieve the highest standards, although there are
occasions where disruptions can occur such as maintenance or
repair. If there are any disruptions, we will endeavour to advise
customers through public notices. You can also phone the
centre/facility to check whether a facility/activity is open.
How you can help us
- Please check before visiting for any special events.
- If you are accompanying children, people with disabilities or a
group, please ensure that they are supervised and you adhere to the
centre's procedures.
- Please ensure that you have suitable clothing, equipment, and
protection for your activity.
- We are happy to assist all our customers with special needs.
Please mention this to our staff when you contact the centre.
- Please tell us about any build up of litter, vandalism, or need
for repairs.
Our general standards
We have a number of general standards, which apply to all services
across West Lancashire District Council. You may find these useful
to note:
- We aim to answer letters and emails within 10 working
days.
- If you request a fuller reply, or the matter requires detailed
investigation, we will send you an acknowledgment within 10 days,
which will set out what action is being taken and when you are
likely to receive a detailed response.
- We aim to answer your phone calls within 10 seconds.
- You can make an appointment to see a manager or speak to staff
in confidence.
- At all times our staff will show courtesy, respect and
sensitivity.

Give us your feedback
We want to provide services that delight our customers and which
are second to none. We monitor the standards we set but also value
feedback from our customers and residents on how we can further
improve services. If you have any comments, compliments or
complaints, there is a form on which you can make any suggestions.
These are available by downloading a copy from our website or by
visiting our main offices. Alternatively you can call Customer
Services and one of our advisers will complete a form with you over
the phone.
If you do make a complaint about our services, please note that we
have a formal process for dealing with these. These should
initially be addressed to the service manager whose details are
given below. Our promise to you is that any complaint will be
answered within 10 working days.
