Gill
Rowe and Kim Webber took up their appointments as joint
Managing Directors on 1 November 2011.
The two MDs share power, status and responsibility.
Kim Webber, Managing Director (Transformation), has
responsibility for Transformation Services, Planning Services plus
Housing and Regeneration. She is also designated Head of
Paid Service.
Gill Rowe, Managing Director (People and Places), has
responsibility for Legal and Democracy, Financial
Management, Community Services and Street Scene. She is
also designated Monitoring Officer and Returning Officer.
Further information
Kim Webber joined the Council in 1999 as
Assistant Chief Executive, with a remit for Policy and
Performance. More recently her responsibilities also included
Revenues and Benefits, Customer Services, ICT and Human Resources.
Kim has 25 years of local government experience having previously
worked at Bolton MBC, Rochdale MBC and Manchester City Council,
where she started her local government career in 1986. Prior to her
appointment as Managing Director, she was Director of
Transformation.
Gill Rowe has worked for the Council for the
last 22 years, latterly as Council Secretary and Solicitor,
responsible for Legal, Democracy and Financial Management Services.
She started her career at West Lancs as Head of Legal Services.
Prior to that she had held posts at Wigan, Rossendale and Bolton
Councils and celebrated 30 years in local government in September
2011. Prior to her appointment as Managing Director, she was
Director of People and Places.
