Under the provisions of the Environmental Permitting (England
and Wales) Regulations 2007, the operators of certain processes
have to apply for a permit before being allowed to legally operate
within West Lancashire.
Sites are regulated by a two tier system. Larger industrial
sites are controlled by the Environment Agency for emissions to
air, water and land. This is done under a system called Integrated
Pollution Prevention and Control (IPPC). These processes are
referred to as A1 processes. Examples of A1
processes include waste processors, oil refineries, chemical works
and intensive farming.
All other sites are regulated by the Council. Larger companies
are regulated for emissions to air, water and land under a system
called Local Authority - Integrated Pollution Prevention and
Control (LA-IPPC). These processes are referred to as A2
processes. Examples of A2 processes include brickworks,
foundries and smaller capacity incineration plants.
Smaller companies are regulated for emissions to air under Local
Authority – Pollution Prevention and Control (LA-PPC). These
processes are known as Part B processes and
include processes such as dry cleaners, petrol stations and solvent
processes.
