The council is working closely with the Tenant Service
Authority (TSA), the new regulator for housing. The TSA want to
make sure that tenants have greater influence on the services they
receive by giving them more opportunities to make decisions and to
have a say on how these services are being delivered.
To make sure the council achieve this it has, in response to the
TSA, developed a tenant endorsed self improvement action plan
2010/11. Progress against this action plan is monitored on a
monthly basis by Cabinet, the Landlord Services
Committee, the TSA Compliance Service Improvement Group and
weekly by change management board.
Have your say on housing
The council has always listened to and worked with tenants to
ensure they're receiving a good service which is tailored to meet
individual needs. We are constantly looking
at how to improve the ways tenants
can get involved and have their say on housing.
In October 2010 we
invited tenants to our first conference to enable us to
find out what their priorities are and what they think of
the services they receive.
Following this, a number of tenants have been working with
officers to agree and draw up our service standards to create our
Local Offers. The Local Offers will detail what the Housing
Division will do to meet their obligations for each of the TSA
standards and any improvements planned for tenants. The Local
Offers and proposed new Tenant Involvement Structure was sent to
all tenants as part of a special Home Front News for
consultation. A group of tenants reviewed comments received
and agreed the final Local Offers which were then agreed by Cabinet
on 15 March 2011.
National Standards and Local
Offers
The new regulator for social housing is called the Tenant
Services Authority (TSA). They've published six standards that
we have to meet:
- Tenant involvement and empowerment: This
looks at our customer service, choice and complaints, involvement
and empowerment and understanding and responding to diverse needs
of tenants
- Home: This looks at the quality of
accommodation and repairs and maintenance
- Tenancy: This looks at allocations; rent*; and
tenure
- Neighbourhood and community: This looks at
neighbourhood management, local area co-operation and antisocial
behaviour
- Value for money
- Governance and financial viability*
* This standard or part of standard doesn't apply to local
authorities.
