Energy efficiency measures make homes easier and cheaper to
heat. You can have a warmer home which will cost you less to heat,
by having loft and cavity wall insulation installed. Up to 25% of
your heat is lost through your roof and up to 35% is lost through
your walls. By ensuring you have a well insulated home, your home
will be warmer and your heating bills will be lower.
There are a number of ways that you can have cavity and loft
insulation installed in your home:
Neighbourhood Energy Efficiency Scheme
From the 30 January 2012, further funding has been provided
which means you can now get cavity wall and loft
insulation for FREE. To apply contact South
Ribble Borough Council on 01772 421 491 quoting West Lancs NESS
scheme. This is a limited offer - once the additional funding
ends, the scheme will revert back to a means tested scheme and the
criteria below will apply:
West Lancashire Borough Council has entered into a partnership
with South Ribble Borough Council and A&M Insulations to
provide loft and cavity wall insulation at reduced prices.
The scheme is open to all residents of West Lancashire (except
Council and housing association tenants) and you do not need
to be on any benefits to apply.
All applications to the scheme will be means tested. If you are
on a qualifying benefit, the insulation will be free (there may be
costs if additional work is required).
If you are under 60 or not on a qualifying benefit, the council
will contribute an additional £40 towards loft insulation and £40
towards cavity wall insulation. This means that cavity and loft
insulation will be available from £50.00 per installation.
What are the qualifying benefits?
If you are on one of the following benefits, the installation
will be free of charge:
- Attendance Allowance
- Council Tax Benefit
- Child Tax Credit (with an income of less than £16,190)
- Disability Living Allowance
- Disablement Pension Benefit
- Income Based Employment Support Allowance
- Housing Benefit
- Income Support
- Income Based Job Seekers Allowance
- Pension Credit
- War Disablement Pension (which includes constant attendance
allowance)
- Working Tax Credit (with an income of less than £16,190)
Will there be any other costs?
Once you have been accepted onto the scheme, a surveyor will
visit your home to carry out a survey and check your home is able
to be insulated. If there's other work that's needed, for example
scaffolding needs to be erected or additional vent bricks are
required, the surveyor will advise you of this and the additional
cost. This cost will not be covered by the scheme, the householder
is responsible for paying these costs.
You do not have to proceed with the work if you are not able to
pay for any additional work that is needed.

loft and cavity insulation. Contact your energy provider
for details on whether they are providing this service.
