Stage 4 - Examination

The Examination in Public (EiP) will be conducted by a planning inspector over approximately 9 months, usually including a Hearing lasting approximately 2 weeks. The inspector will decide whether the Local Plan has been prepared correctly, in line with legal procedures, and whether it can be considered 'sound'.

To do this, it will test the Local Plan against a set of Tests of Soundness (Adobe PDF format, 1.8mb).  If the Council are ruled to have met these requirements, the Local Plan can be adopted by the Council as the Development Plan Document for West Lancashire.

The final decision for adopting the Local Plan will lie with the full Council, which will make a decision on adopting the Local Plan following receipt of the Inspector's Final Report on the EiP and the 'soundness' of the plan. It is hoped that the Local Plan will therefore be adopted no later than July 2013.
