As its name suggests, the Local Plan guides
development in the local area and must be consistent
with wider policies.
National planning policy
Central government planning policy is set out in a series of
planning policy statements covering a range of subjects. For more

Regional plans
The Regional Spatial Strategy for the North West (RSS),
adopted in September 2008, is a plan covering the whole of the
North West of England. The RSS contains general planning
policies for the area and sets the housing requirements
for West Lancashire. However, it is central
government's intention to revoke the RSS, meaning it
will no longer be part of the development plan and will carry
no statutory weight.
One key issue resulting from the RSS's revocation is what to do
about housing requirements. We anticipate re-examining the
housing requirement as part of the preparation of the Local Plan,
and if it is appropriate, to alter West Lancashire's housing
requirement. We will publicise and consult on any proposed changes
to the housing figure.
Lancashire Structure Plan
Before the RSS was adopted, the Joint Lancashire
Structure Plan (2005) formed part of the development plan for
West Lancashire. This plan no longer has any weight.
Lancashire County Council are preparing a
Minerals and Waste Development Framework (external link).
